Scenario: We have a student studying abroad on a program through which the student receives Title IV funds. This country is experiencing a natural disaster of extreme flooding and this has affected the institution at which he is studying. The student is withdrawing and we are performing a return of Title IV funds (R2T4) calculation.

Answer: Existing disaster-related guidance from the U.S. Department of Education (ED) in GEN-17-08 applies only on domestic natural disasters that are designated by the U.S. President as federally declared disaster areas. This guidance does not apply to students impacted by a disaster situation in another country. Since there is no ED guidance in this regard, we are unable to advise your course of action if classes for the semester are canceled or shortened by the foreign institution. You should contact your ED School Participation Division for specific guidance on a case-by-case basis.
