This guidance is not award-year-specific and applies across award years.

Not at this time. According to guidance NASFAA has received from the U.S. Department of Education (ED), at this time, there are no flexibilities specific to recertification. According to ED:

"We can extend your Program Participation Agreement (PPA), but only if you submit your application for recertification on time. The regulations require an institution to submit a materially complete application 90 days prior to the expiration of the PPA in order for the institution to continue participating in the Title IV programs on a month-to-month basis after the expiration of the PPA. If you do not submit an application by June 30, 2020, the Department will be unable to extend your PPA beyond the expiration date of September 30, 2020.

Please make every effort to ensure that your electronic application and all related materials are submitted by June 30. If you have any trouble with your application, or if you know that you will be unable to submit some part of your application, please contact your regional office and an eligibility analyst will provide support."
