No. According to guidance NASFAA has received from the U.S. Department of Education (ED), a contributor does not need to already have an FSA ID. When the student applicant's invitation for a contributor to complete the FAFSA goes out via email, it will include different text depending on whether or not the contributor already has an FSA ID. If they have one, ED will tell them to log in with it. If they don’t have one, ED will tell them to get one. In both cases, the email includes a button linking them to where ED needs them to go.
