According to the U.S. Department of Education (ED), the FUTURE Act tells ED which federal tax information (FTI) can be retrieved from the IRS. The Foreign Earned Income Exclusion is not included in the FUTURE Act, so it is not included in the FUTURE Act Direct Data Exchange (FA-DDX).
